About Paul
For over 30 years, Paul has proven his expertise in government relations. Paul’s Bachelor’s Degree in Political Science from Ball State, and Master’s Degree in Public Management from Indiana University laid a strong foundation and credential for policy leadership.
At the federal level, Paul has directed offices for US Senator Dan Coats and Congressman Jim Banks, and at the state level, he has worked with a State Auditor, Lobbyist, and Representatives. Paul also co-owned a thriving family business with his father for 17 years. Currently Paul is the government affairs liaison for Clean Fuels National.
Paul and his wife Andie have three daughters, one son, two sons-in-law, two grandsons, and two dogs. They attend Promise Lutheran Church, and enjoy hiking our local Acres Land Trust properties.
With 3 decades of experience, Paul has extensive knowledge of the policy development process at the local, state, and federal levels of government. The relationships Paul has developed and nurtured have brought factions together, and provided focus on what’s best for voters and taxpayers.

Reform the Permitting Process
- Fund a rapid response to the permitting backlog in every county department
- Provide a clear, public map of the permitting process for each category of construction
- No permit should take longer to obtain than it took to design the building
Move All Departments to Zero-Based Budgeting
- Each department of county government to identify what they need to fund for the coming year
- Identify upcoming changes that will occur in each county department budget
- Stagger major expenditures so they happen in planned years and don’t overlap between departments
Council-Employed Grant Writer
- Use state and federal grant funds to lessen the burden on Allen County taxpayers
- Open grant writing services to every department in county government and township fire departments
- Focus on equipment, training, and infrastructure grant opportunities
Small Business Advisory Council
- Provide small businesses a “front door” to county government
- Appoint a committee of small business owners to report to County Council and County Commissioners on small business issues
